where are the tooltip phrases? I want to translate the phrases English/German, but i can't fint them in the de.po file.

Uwe,
The phrases come from verbs.cpp source file and if you use the updated inkspace.pot file and update the de.po against this catalogue (available here: ) you should see there relevant string to translate. (Please refer to https://bugs.launchpad.net/inkscape/+bug/179209)
Though the above mentioned bug may still prevent those tooltips from showing properly.
