Just wanted to ask about syncing with the rest of the project: where should I send the PO file, so it will be added to a future version of Inkscape?

As for now, translations have to be sent as a patch through the patch tracker. Ensure you select "Translation" as the topic for the patch.
Also, please take a look at our extensive wiki page about translating Inkscape:

If you are new to translating software in general, I recommend you to contact a translation team (i.e. gnome or kde translation team), so they can review your work and suggest you how to improve your translation.

Actually, wiki page was outdated, because referenced the patch tracker url from sourceforge.net, whereas inkscape currently uses Launchpad's. I've fixed it. Unfortunately, main page still uses the old url, and an error page is being displayed when trying to access it.
