I tried what you said:

$ msgfmt -cv hy.po

It returns no errors only statistics, I placed generated messages.mo file to the Inkscape's locale folder, but get the same result. Maybe something wrong with system configuration (I'm testing Inkscape under WindowsXP)?

Find the hy.po file at http://3.file.am/4281, I put words in Armenian, Greek, Hebrew and Georgian in "File" menu string (line:8007).
