Ok. You can do as follows.

1. Register on gitlab and fork Inkscape:

https://gitlab.com/inkscape/inkscape

2. Edit the translation

https://gitlab.com/inkscape/inkscape/blob/master/po/ur.po

in some specialized editor. I'd recommend Lokalize (it can be installed from your distribution repos or from KDE build factory for Windows [1]), but you can choose some other editor (poEdit, Virtaal, OmegaT, GTranslator, Qt Linguist, even emacs or vim).

3. Commit and push the translation into your fork.

4. Create a merge request.
