I have added a lot of new translatable strings to the filter effects dialog. These strings are used on tooltips explaining the meaning of each of the filter parameters. It is good to take a look at the svg filters spec while translating these strings, so that translations are properly contextualized.

I think it should go there. It is really helpful to know what it's all about when translating.
