There is no way to do that in Inkscape currently. I believe, although I can't find now, that there is a PostScript utility to do that. So you could make the larger PostScript file, and then split it up. Does anyone know of a tool like that?

Awesome. I've been looking for something like that for what seems like years. Can we use this to integrate into inkscape to provide print tiling? Are there "print" extensions"?
