currently Inkscape imports EPS and PS via ghostscript-extension. There is an ongoing project to have a native import. Inkscape has its own native PS-export (that is lacking in some regards).
Once importet Inkscape knows nothing about those anchestor and so all comments and original structures are lost.
Inkscape resterize only when PS is not able to represent the image as vectors in a native format. PS does not know transparence and blur i.e.
Do you have a special feature that you miss?
