Going to menu "View > Standard/Wide/Personalized" (I am untranslated the menu names i see in my mother language, so, they words may be slightly different), at least some of the things you ask should be possible to do. If some of them are not possible, send another message.
And note that Inkscape already released version 1.0. Check if there was any change in it that improve what you ask - but maybe they were not even necessary, for what i said in the first paragraph.

Thankfully I can make the program window wide enough to let part of it on second monitor in default mode now.
