You can copy an object then paste its style on another object. Not sore if it will change a layer, though.

Basically, if you have two different objects with different properties, say color, layer, or linetype, one can select the source object (the one with the properties that you want) and apply it's properties to the target object. Is there anything in Inkscape that is similar?
