By now, you should be able to get this functionality in the win32 dev builds. See http://inkscape.modevia.com/win32/

You will also still need to install the uniconvertor files as discussed in the bug report - http://launchpadlibrarian.net/13891678/python-uniconverter.7z

This needs to be unzipped directly into the Inkscape directory, and adds several files and folders.
