Mr. Shawn H. Corey Had the same idea and this seems to work perfect.  I found I can even send this same svg file to all my users so they do not have to bother creating one themselves.

It would be nice if we could keep a library of simple objects that
could be quickly added via a menu or bar. In fact, it would be even
cooler if this was just a set of svg files in a directory that you
could easily add to (or some such).

You can achieve this by keeping the folder with your svg objects open and using drag and drop. I do it all the time and it works fine.
