The solution is simple, but hard to find...
-Select your textbox with the _text_ tool, (so, there's a cursor blinking somewhere in the box), then - find the small rectangle/handle at the lower right corner and drag it. Now the frame resizes, but the text doesn't. It floats!
It only took me a year to find it out.

That's interesting. I'm sure that I just don't understand but what benefit is this to the user. If you add text to a frame that isn't big enough does the frame change in size or does the text get cut off like in Scribus, for instance? Is that how CorelDraw works? Just curious.
