I am not sure I understand the problem you are describing. Is it that in vertical writing the Latin (romaji) characters are not rotated 90 degrees as expected? Inkscape does not render the Latin characters rotates as would be expected from the default value of the 'glyph-vertical-orientation' property.  Inkscape does not support this property. See:

This property will be deprecated in SVG 2. It will be replaced by the 'text-orientation' property. See:

I have been working on implementing this property in Inkscape this past week. Expect it to land in Inkscape trunk in the next week.
