Regarding the first question, It is certianly possible to retrieve the bounding boxes. It requires calling an additional instance of inkscape with the --querry-all parameter (in the latest dev version) or (in older versions) calling another instance on inscape once per object with the parameter to return the bounding box of the provided id.
One of the people on the dev list provided me with a bounding box example that I can forward if you can't find it.
I have no idea about the second. Suggest you post on the dev list.
