If the tooltip is not visible for some reason (It should be visible, if not please report an issue on https://inkscape.org/report), Inkscape also has a shortcuts list that you can view (and also change the shortcuts) in the Preferences dialog.
Go to Edit menu > Preferences > Interface :: Keyboard. That subdialog has a Search text field. If you type "text tool", you'll find the corresponding shortcut.
I didn't express my needs well enough. I can access the text tool, and the text tool's tool tip message works. I'm well aware of Ctrl+t.
My problem is I have to tell Inkscape newbies how to access the text tool. Describing or even showing the the icon won't work for a newbie because there are so many situations where icons look similar (layers vs align and distribute, for instance, and there are so many icons, it's hard to look from icon to icon to locate the text icon. Ctrl+t is easy, but forgettable. What I need is a way to invoke the text tool from the menu system, in order to best serve the Inkscape newbies who will be reading my document.
