It's not needed, it's a compiled in extra.
You could compile a version of inkscape without the requirement.
My guess is that your package manager uses it.
Does dbus bother you that much? It's used for lots of other things, like the login manager lightdm, gnome and kde services, a bunch of file and online services.
You must have really stripped down your installation :-)
