The file dialog is actually the standard GNOME file dialog. I've also
noticed that it's quite different from what I expect from a file dialog.
The best place to submit feedback about this is the GNOME/Gtk project,
since then the improvements can be shared among all Gtk programs. :-)
However, definitely keep us in the loop. If the the GNOME project does
not address the issues, perhaps someone would like to explore providing
an override.
if the Gnome file dialog can't access files from the network on Windows,
a temporary workaround can be to map as drives the shares where those
files are stored (you do that from Windows Explorer)
