It looks like Inkscape is blocking Alt + Numpad keys on Windows. What's the reason for that? File a bug report?

Another way to do it is to copy the character from some web reference. If you hit http://www.fileformat.info/info/unicode/char/bd/index.htm
You can scroll down and look under the 'Java Data' section. That also helps to determine if the font in question is an issue as you no longer have to do special input.
