Yes, I believe this is a known issue that happens when circles are converted to paths.
This has been much improved (not sure when - before or after 1.0 release... - please test with a current build for your operating system - let us know if you need a link to it), but it could not be fixed 100%, as far as I recall.
You can also use polar arrangement, if the pattern does not need to be deformed while it bends around the circle.

Originally, I wanted to report this as a bug, but the inkscape website suggests to ask around first. So, does anybody know if this is a known issue or if it should behave like this (I suppose not)? On GitHub I couldn’t find an entry for this particular issue.
