Re size concerns: Splitting into separate tarballs for download by interested users would be reasonable if they are large. As bulia points out, we already have (untarred) versions at http://www.inkscape.org/doc/index.php, so we would just upload a tarball at the same time as uploading newer copies of the untarred versions.
I don't know how much demand there would be for them given that they're already available in SVG form in the distribution.
Since it's vector art, couldn't you just put any additional language texts in the svg file as a tiny micro-paragraph beside the normal text? You could just zoom in to the alternative texts or stretch them to read them.
