Inkscape ships its own libs containing everything it requires including GTK+ libs; So it should be possible to copy installed Inkscape(whole folder) from the harddrive to the USB drive, plug in another computer and run inkscape.exe to run Inkscape.

Anyway if you do not want to install it before copying, there is also a zip with inkscape containing all the files required. You can get this file from sourceforge's download page of Inkscape, to be more specific from the link:

Just download, unzip and run Inkscape.
