Firstable, I'm french (nobody's perfect ;) and quite lost in the wiki page(in the sourceforge project too). Thats the reason why i prefere asking here, and disturbing by the same way, inkscape users ...sorry.
For the question of translation, i admire all the work done and just want to create/test 'my' updated version before proposing it. I've downloaded the last french .po file and poeditor and will try to do something.

For anyone interested in translating Inkscape, we have a page to explain
how to do it. Go to inkscape.org, click 'Wiki', and then click on
'TranslationInformation' - it's down towards the bottom of the page
under "User Interface Discussion". Here's a direct link, too:

maintainer for a given translation, and if so to talk with them about
changes and gain concensus on what to do.
