"sensitivity" is how close you have to get to the grid or guide before you are pulled toward it and snapped. Screen pixels are the size of a pixel on your screen; at any zoom a pixel is the same size. px is the unit in the document; at different zoom levels the relationship between px and screen pixels changes.
All I really want is a "never ever let me do anything off-grid unless I explicitly state it" option -- I.e. "behave like AI or a cad program".
I don't know what AI or cad do, but try the "Always Snap" checkbox.
