This is probably a stupid question, but have you check the render quality settings?

I have basically the same system setup as you (Ubuntu "Breezy", xorg,
24-bit), and I don't experience
those 'steps'. Do you recognize them instantly in Inkscape, or only in
exported bitmaps? To me, this
problem has occurred a few years ago when saving a gradient as JPEG, or
in 16-bit. Maybe the different
transparency levels are an issue here (I never tried that, so far).
