It's obviously related to Inkscape, because Alt+Numpad numbers is a general Windows function and only doesn't work in Inkscape. The question is whether that's a bug or intended behavior. If an Inkscape contributor verifies that this a bug, I am happy to file a related bug report.

Would it be Inkscape or something else running on Windows?
I am a new user and I do not think I know enough to file a useful bug report - if it is a bug.

It looks like Inkscape is blocking Alt + Numpad keys on Windows. What's the reason for that? File a bug report?

Many thanks - in the Windows 7 binary installation I find that Control-Alt-Shift-U, then a number, then Return, enters a Unicode character into text. It is not the one I want, which may be due to the font I have selected, but clearly it is the way to go. (What I want is the vulgar fraction 1/2 so I may be asking for trouble).
