It's on sourceforge so you or somebody on the list is probably aware of it. Is this a decent start?

Hi Adam,

What we need is something that takes dxf or dwg as input, and emits svg
as output (or vice versa).  I don't know if any such thing exists, but
keep your eye open, and if you run across something like that then it
can probably be plugged in as an extension.

Another option would be dxf to eps, and then use Inkscape's eps->svg
conversion, although I think a lot of information would be lost in the
process.  Might be worth a try though.
