Here's my thoughts on your issue. 

I think you want to use pattern along path to solve this.  This is what you need to realize thought.  Your pattern along path will not define a "fillable" border.  The pattern along path will be its own shape with it's own fill and stroke properties.  You can make it look like it's filled by putting color behind it. 

I've attached an example.

1. Make square with rectangle tool.
2. Object to path.
3. Draw bezier curve.
4. Group Paths.
5. Make "brush" - circle tool, object to path, add lots of nodes. 
6. Pattern along path - setting single, stretch, snake. 
7. Adjust nodes to clean up effect if desired.
