How about using a framework for the responsive matter, it could be a simple one like skeleton or a fully featured one like foundation.

Nothing is decided, these are different proposals.

The icon for the Users section appears to be male.

Yeah, we would have to re-draw all those symbols if we wanted to use
them anyway. Since they're currently embeded in a psd (one that doesn't
open in gimp very well).
