You need to make the page tall enough to include all your content. Even if the page borders are hidden, all viewers still take page size as the default area to view.
Wouldn't it be better to activate a default bounding box in this case?
I feel that when I export to PDF and I have no borders, I'd expect the drawing to be maximised on the available space. Otherwise, I would have added borders to clip/scale my drawing.
