It's not a bug fix, but have you tried right-clicking the Inkscape Icon and select Properties, then click on the Compatibility tab
and check the "Run this program in compatability mode for Windows XP"?

Seems some users didn't have this problem after trying that.
Might be a quick fix in your situation.
