I'd go with circle tool, with a wide stroke and no fill. If you need a outline then get the width you want this way then do path>stroke to path on it.
This would get me a 2D ring, but I would like something more with a 3D aspect, make a ring from an approximation of an empty cylinder with small heigh or something...
How about concentric circles/elipsoids with graduated concentric fills and no stroke colour? I had a very quick try at this myself and it seemed as though it would work, once grouped the object can then be moved about tilted etc.
