I've had this too, on Inkscape .42 on a WinXP machine. I've found the only way around it is to go into XML and edit the source.

This behaviour goes away if I import the file into Scribus and reset the stroke width (Scribus behaves properly on this) and then export it and then open in Inkscape. This does not happen if svg file is Inkscape created.
I have looked at bugs but nothing seen. Before I submit, is this behaviour known?
