it is an issue with the image viewer, not with the XML file itself. I use Opera - and it scales correctly in this browser.

Another example is Gnome's default image viewer (in Fedora, I forgot its name). It doesn't scale the SVG, instead it stretches it (with interpolation) as if it were a raster image; at least this is what happens on my computer.
