Color management enhancements have been underway, and getting more activity lately. We've also been coordinating with the Scribus team so that once we do get more color palette and CMYK support in Inkscape, Scribus will then be able to use it.

The current way is to save a .gpl palette file in the GIMP format into a common location, like ~/.inkscape/palettes, and it will be globally available in Inkscape. After more enhancements we will be adding per-document palette support.
