Jorge,
Short answer: there is no "Portuguese" nor "English" version.
Inkscape comes with the complete set of translations. Starting Inkscape
it "detects" your language and shows you the localized strings.
In order to show English strings you should set the environment variable
"LANG" to "en_EN" before starting Inkscape.
Currently there is no option in Inkscape to tell which language strings
to show although this is a often asked feature.
