OpenOffice draw is able to generate both of them, as any of vector applicatons, as I know.
(mentioned before, but scribus is unable to import any simple inkscape svg correctly, so it is not a solution for printing)

I'm pretty sure that PostScript does not support an alpha channel (i.e. transparency), at least on most devices. Likewise for gradients.
