Ah yes, I remember OO Draw was reported as doing this kind of crazy thing in SVG. Just don't use it, or at least don't export SVG from it.
Can you tell me how to determine the # of paths in an SVG with Inkscape?
Just select anything and press Ctrl+U several times to ungroup all levels of grouping until the statusbar will say something like "XXX objects of type Path selected". But with your file even that may be a bit too slow :)
