i've had a go at submitting the ubuntu human palette as a patch.
for some reason the attached .gpl file didn't make it so i had to post it as a comment.

i downloaded the gimp palette from https://wiki.ubuntu.com/Artwork/Official, put it in the /usr/share/inkscape/palettes and it works perfectly. i'll have a go at uploading it to the patch tracker.

Yup, I think what you'd do is send in a Gimp format palette (.gpl) file, that can be included in Inkscape. You can test it out first by copying it into your /usr/share/inkscape/palettes directory. When it looks good, go to http://sf.net/projects/inkscape/ and upload it to the patch tracker, and a developer will pick it up and include it for 0.45.
