I've drawn a dartboard type grahpic using circle shapes and straight lines. I need to colour each resulting cell in the dartboard a different colour, somthing that I could use a flood fill or paint bucket type tool in graphic programs like the Gimp or Photoshop.

I know it is bad form to suggest using other software and I expect Inkscape will eventually get support for creating graphs (possibly by sharing code from gnumeric) but another option might be to cheat and use KChart part of Koffice, which makes it easy to produce this kind of chart and it also happens to have adequate support for exporting as Scalable Vector Graphics format so you can still finish off and add the final touches using Inkscape if you really want.
