Using Inkscape 1.1 I found nothing in the selection tool's toolbar whose hover text said anything about whether the gradient transforms with the rectangle or circle.

- The preference is user-specific currently, not document-specific.
While it's certainly possible to change that, a solid case would need to be made as to why – in the rather rare case that one doesn't want gradients to move along with the rest – this needs to be saved per document.
You could ask that person to lay down their reasoning in a bug report on GitLab. If it makes sense to the UX team and to a wide range of users, there is a possibility it is going to change (I don't see that currently, but I also haven't seen the person's reasons).
