It's much less likely you'd get answers from real developers (like me) if we had a forum instead of a mailing list.
For high-volume stuff, asynchronous notification (email) is the only way to go. Having to constantly check to see whether anyone's posted anything new on the web forum means that most busy people (particularly developers) won't read it.
As it happens, we do have Forums available for Inkscape:
http://sourceforge.net/forum/?group_id=93438
I set these up about a year ago. Like Mental says, the developers don't really pay much attention to them, and judging from the small number of posts compared with the number of posts on the inkscape-user mailing list, it would appear that users are favoring the mailing list as well.
That said, you are more than welcome to get involved in improving forum usage. One option would be for you to promote the existing forum to drive usage of it higher. Another option would be for you to set up a new forum somewhere and try to draw user discussions there; if it's successful I think we'd be open to pointing forums.inkscape.org to this site. Or perhaps you have some other ideas...
