I was just mucking around with Ubuntu 8.04 beta today, and installed Inkscape 0.46 there, and it installed cairo 1.6.0 without any tweaks to the repositories, so you should be able to install cairo 1.6 on the latest Kubuntu from the repositories. Or if it's not readily available for Kubuntu 7.10, then 8.04 has release candidates and the final version is due out within a week.
