Are you using Inkscape 0.44 or newer? Older versions does not have the palette on the bottom, you have to use Object->Swatches. For Inkscape 0.44 use View->Show/Hide->Palette
How do I make a customized color swatch?
See /usr/share/inkscape/palettes/ to learn about the file format (is plain text). Create a new palette as a text file and save it in your home directory ~/.inkscape/palettes/
I use Kubuntu/Ubunut. I've looked on the web and in manuals and can't find what I'm looking for.
