I see there are at least 3 feature requests about the same dialog:

I'm on your side, It would be a very good tool to improve efficienty. Wish I had time and skills to do it.

I think you need a box for turning on and off the "sync with selection"
behaviour, which would automatically expand the relevant parts of the
Layers dialog tree depending on which object is being selected on the
drawing (for those who use Eclipse, an analogous feature is that it can
sync the tree on the left with the source code file that you're viewing
in the main view).
