Is this using Inkscape 0.48 or trunk? Trunk is quite a bit faster for a lot of operations, so it might be worth trying out. In additin, you can also rotate/scale by just entering some numbers using the Transform dialog (Ctrl+Shift+M). Does this help? (I'm assuming you have trouble interactively rotating/scaling, because the display does not keep up with your movements.)
