A workaround for the issue of not being able to maximize is to hide the toolbar temporarily (undocking may also work)...
It is currenlty unknown whether this aspect of the bug is dependent on the window manager. Khiraly, it would be great if you could report the results of your testing on windows at the bug report: https://bugs.launchpad.net/inkscape/+bug/168648

One other change was to use XML internally for the toolbars. Post-0.46 we will be exposing that externally in some fashion so that they can be configurable.
