Ok you have to understand that Inkscape would type in the language that, the OS is set to. I am not sure on how to do it in Mandriva, I am an Debian / Ubuntu Gnu/Linux user.
What I did first is install the language pack for my OS. Then I enabled the SCIM, which allows you to change the keyboard from one language to another. then go to your app and start typing.

Click on Kmenu go to Control Center go to Regional & Accessibility go to Keyboard Layout Enable Keyboard Layout choose Language and Add it to Active Layouts click Apply language flag will appear on your panel (just like in Windows). click on it, choose your language, and you are ready to type привет
