FWIW it's not a general Windows 10 issue. I can see the trace dialog on my Inkscape 0.91 installation.

you could try running with a clean preferences file to see if that makes a difference. On 32 bit Windows 7, go to the address C:\Users\username\AppData\Roaming\inkscape\preferences.xml and rename the preferences file to something else, so it will not be recognized. Then rerun the trial.
