The change on horizontal has been in for a while, and does do overflow on the horizontal toolbars. After 0.46 is out we can get the vertical toolbar switched and using overflow.

However...

One other change was to use XML internally for the toolbars. Post-0.46 we will be exposing that externally in some fashion so that they can be configurable.
