I tried it with your test image and it behaves as expected. Since it's not a vector graphic, once you zoom in, it will certainly begin to pixellate. I don't think there's much you can do about this. You could play around with the "trace to bitmap" function.

When I "open" your PNG file in Inkscape it appears blurry (or at least has the jaggies) but by default is significantly enlarged.
Enlarged? Your zoom factor is different than 1:1 by any chance?
If I manually by eye resize it to the same dimensions I see when I look at the PNG in a browser it "appears" in Inkscape to be faithful to the image in a browser. If you resize its display in Inkscape to "real" dimensions is it still "really blurry"?
